On March 28, 2023 , the Honourable Chrystia Freeland, Deputy Prime Minister and Minister of Finance, released Budget 2023, A Made-in-Canada Plan: Strong Middle Class, Affordable Economy, Healthy Future, in the House of Commons. The Manitoba Dental Association welcomes the announcement of additional funding of $13.0 billion over five years, starting in 2023-24, and $4.4 billion ongoing to Health Canada to implement the Canadian Dental Care Plan.

Funding for Canadian Dental Care
The plan will provide dental coverage for uninsured Canadians with annual family income of less than $90,000, with no co-pays for those with family incomes under $70,000.
Coverage is proposed to begin by the end of 2023, administered by Health Canada, with support from a third-party benefits administrator. Details on eligible coverage will be released later this year.
The government proposes to introduce legislation to support the implementation of the new Canadian Dental Care Plan.
The legislation would compel employers and employer pension plans to report dental coverage offered to their employees and plan members through T4/T4A reporting.
The legislation would authorize Health Canada to collect and use the Social Insurance Number of a person who applies under the Dental Care Plan, for purposes of plan administration and enforcement.
$250 million over three years is being promised, starting in 2025-26, and $75 million ongoing to Health Canada to establish an Oral Health Access Fund. The fund will complement the Canadian Dental Care Plan by investing in targeted measures to address specific oral health gaps. These are undetermined at this time.
$23.1 million is being provided over two years, starting in 2023-24, to Statistics Canada to collect data on oral health and access to dental care in Canada. This will inform the rollout of the Canadian Dental Care Plan.
